Senate Democrats are fighting tooth and nail against the SAVE Act, arguing that requiring Americans to prove their identity with a photo ID when they go to the polls to vote — even when the ID itself is given away for free —prevents eligible voters from casting ballots. . They contend proving citizenship would make voting harder for millions who lack ready access to birth certificates or passports&#160;– supposedly primarily harming blacks and Hispanics.&#160; . Yet democracies all over the globe, both in the wealthy West and in the developing world, enforce similar rules. . Every&#160;country in Africa [1], for example,&#160;requires government-issued identification to vote, and 51 out of 54 African nations demand would-be voters to actively submit proof of citizenship to register. . Mexico [2]&#160;and&#160;all 12 South American countries [3]&#160;mandate government-issued photo IDs to vote, and verify the citizenship of each registered voter.&#160; . Mexico’s&#160;&#160;rules, similar to those proposed in the SAVE Act, require voters to prove their citizenship with an original birth certificate issued by a civil registry, a naturalization certificate or a Mexican passport.&#160;&#160; . Our southern neighbor even requires a thumb stain when casting a ballot, to prevent double-voting. . All&#160;47 European countries [4]&#160;require government-issued photo identification [5] at the polls.&#160; . Virtually all of them check voters’ citizenship against national databases, though France requires them to submit documentation, too — and the UK, Cyprus and Ireland reserve the right to demand documents when citizenship is in doubt. . Why the tight security? To combat widespread vote fraud. . Mexico enacted major reforms in 1991 after election fraud became endemic there.&#160; . The government required biometric photo voter IDs, banned absentee ballots and mandated in-person registration.&#160; . And despite the tighter rules, turnout rose.&#160; . In the next three presidential elections,&#160;average participation reached 68% of eligible voters, up from 59% in the prior three [6].&#160; . As confidence in the system increased, so did participation. . Similarly, in Northern Ireland, decades of intense sectarian conflict fueled aggressive electoral tactics, and observers described voter fraud as “widespread and systemic [7].”&#160; . Both Conservative and Labour governments acted.&#160; . In 1985, under Prime Minister Margaret Thatcher, the UK began&#160;requiring [8]&#160;voters to show identification at the polls, but that failed to solve the problem: Investigators found that individuals could&#160;easily forge [9]&#160;medical cards — the accepted ID — or obtain them fraudulently to cast illegitimate votes. . IRA Belfast commanders subsequently admitted to complex scams that had volunteers donning disguises — wigs, different clothes, glasses — to vote multiple times, and running taxis to transport fraudulent voters between polling stations.&#160; . By 2002, a UK Electoral Commission survey&#160;found [10]&#160;that 64% of voters believed fraud in some areas was significant enough to change election outcomes. Only 10% disagreed. . That year, the Labour government strengthened ID requirements,&#160;introduced harder-to-forge identification [11]&#160;and implemented rules to prevent multiple registrations — and voter confidence rose.&#160; . Rep. Henry Cuellar, the only House Democrat supporting the SAVE Act, says he does so “because I believe in a fundamental principle: American citizens should decide American elections.”&#160; . Currently,&#160;seven states [12]&#160;already require proof of citizenship, such as a birth certificate, passport, tribal documentation, or naturalization papers, to register to vote — similar to the SAVE Act’s proposed rules. .&#160; And polls show strong support for voter ID requirements&#160;among all voters, both Democrats (71%) and Republicans (95%) [13]. . Even though Democrats like Senate Minority Leader Chuck Schumer damn the legislation by claiming it “would impose Jim Crow-style restrictions on voting,” minority voters don’t seem see any danger: significant majorities of black Americans (76%) and Hispanic Americans (82%) favor voter ID. . “The bottom line is this: voter ID is not controversial in this country,” CNN chief data analyst Harry Enten recently&#160;noted [14].&#160; . Nor does it spark controversy virtually anywhere else.&#160; . Yet despite voters’ own preferences, only&#160;one Democratic House member [15]&#160;and&#160;one possible Senate Democrat, Pennsylvania’s John Fetterman, [16]&#160;supports the SAVE Act.&#160; . Unless seven more of the Senate’s 47 Democrats step forward, their filibuster will kill the bill. . But if voter ID and proof of citizenship destroy democracy, Democrats would have to label&#160;virtually all other&#160;countries in the world as undemocratic. . John R. 	<content:encoded><![CDATA[The Australian Spectator ran an article [1] on the claimed benefits of the UK’s 1997 handgun ban. Dr. John Lott submitted this letter, but the magazine chose not to run it. The information used in this letter can be found here [2] , but more detailed information is available in my book from the University of Chicago Press (third edition, 2010) titled “More Guns, Less Crime [3].” . 
Dear Letters Editor: . Supporters of Britain’s 1997 handgun ban argue that the law made the country safer (Chris Mullin,&#160;One Morning in March: Dunblane and the Shooting That Changed Britain). Yet in the seven years after the ban, the homicide rate in England and Wales rose by over 50 percent. Total homicides peaked in 2002/2003, partly because the figures included the mass murders committed by Dr. Harold Shipman. Even excluding those cases, however, homicides increased substantially. Indeed, over the same period, the firearm homicide rate nearly doubled. . Fifteen years after the ban, the homicide rate had finally fallen back to roughly its pre-ban level. But that decline followed a massive increase in policing: from 2001 to 2004, authorities expanded the number of police officers by about 18 percent. . Britain’s experience is not unique. Each time governments have banned either all guns or all handguns anywhere in the world, murder and homicide rates have risen, often by several fold or more. These increases have occurred not only in U.S. jurisdictions such as Washington, DC, and Chicago, where handgun bans were implemented, but also in island nations such as the Republic of Ireland and Jamaica. . Random variation alone would suggest that at least once a ban would coincide with falling or stable murder rates. Instead, murder and homicide rates have increased every time. . Sincerely, John R. With the increase of Islamic terror attacks here in the U.S., experts say it serves as yet another reminder that President Trump needs to continue mass deportations. No matter what the left says about it. “You know, it’s not rocket science” said John Lott, president of the Crime Prevention Research Center, “If you want to go and reduce crime, you have to make it risky for criminals to go and commit crime.” And after millions of illegals poured into the country under Joe Biden, the upswing in attacks should not be a surprise. And the numbers don’t lie. “It’s not a coincidence, that at the same time we had this record inflow of illegal aliens during the Biden administration, we had the largest percentage increase in felony violent crime that we’ve ever seen, that we’ve ever recorded” Lott told KTRH. Addressing this Tuesday, John R. Lott Jr. writes at RealClearPolitics:  March alone saw multiple terrorist attacks carried out by Muslims. In Austin, a terrorist wore a sweatshirt reading “Property of Allah” during an attack. In New York City, bomb throwers shouted “Allahu Akbar” while throwing a homemade shrapnel bomb. At Old Dominion University, a shooter also yelled “Allahu Akbar” and had previously been convicted of supporting ISIS. Another attacker, whose brother was a Hezbollah terrorist commander, targeted Temple Israel in Michigan, and yet another attack, involving three men of Iraqi origin, targeted the U.S. embassy in Norway. The Austin, Old Dominion, and New York City bombers and the Michigan synagogue attackers were also all foreign-born individuals who were naturalized U.S. citizens.  Terrorist attacks take many forms. For example, the January 2025 truck attack in New Orleans, with an ISIS flag on the truck, left 14 people dead and 47 injured.  Of course, some will dismiss the above as anecdotal and possibly cherry-picked. So what do the statistics show?  The Data In presenting stats, Lott writes that he’s going to focus the discussion on one type of attack that has been extensively studied: mass public shootings. Researchers define a mass public shooting as an attack in which a perpetrator kills four or more people at one time in a public place, excluding crimes such as gang fights or robberies. And here’s a summary of Lott’s findings: — From January 1998 to December 2025, the U.S. had 108 mass public shootings involving 111 shooters.  — Muslims committed eight of these shootings (7.2 percent), while averaging about 0.4 percent of the American population — making their share of attacks roughly 18 times their population size.  — By contrast, only seven attackers (6.5 percent) expressed white supremacist, neo-Nazi, or anti-immigrant views.  — Some “anti-immigrant” attackers (e.g., El Paso, Dayton, Buffalo) also cited environmentalist motivations, concerns about population growth harming sustainability, anti-capitalist views, support for worker ownership, and leftist/Democratic leanings — yet media often labels them broadly as right-wing extremists or white supremacists.  — The Anti-Defamation League (ADL) claims all extremist violence from 2022-2024 was committed by right-wing perpetrators, asserts Lott. Yet it excluded cases such as Audrey Hale (Nashville Covenant School, 2023; anti-“white privilege”), Robert Crimo (Highland Park, 2022; anti-Trump), and Connor Sturgeon (Louisville; pro-BLM, anti-police/Trump). . . . . The Crime Prevention Research Center just dropped a new&#160;report [8], and it’s already stirring debate. Dr. John Lott and his team examined FBI active shooting data from 2018 through 2024. And they argue that much of the public conversation has been statistically incomplete. The headline claim? When you adjust for population share, transgender individuals appear disproportionately represented in active&#160;shooting and mass public [9]&#160;shooting cases, particularly in 2024. . . . As John R. Lott, Jr., the foremost authority on the statistics of gun ownership and crime, has said, “There is a clear consensus among economists about self-defense, gun-free zones, firearms and suicide, and concealed handgun laws. Among North American economists: •&#160;&#160;Eighty-eight percent say that guns are more frequently ‘used in self-defense than they are used in the commission of crime.’ •&#160;&#160;Ninety-one percent believe that gun-free zones are ‘more likely to attract criminals than they are to deter them.’ •&#160;Seventy-two percent do not agree that ‘a gun in the home causes an increase in the risk of suicide.’ •&#160;Ninety-one percent say that ‘concealed handgun permit holders are much more law-abiding than the typical American.’•&#160;Eighty-one percent say that permitted concealed handguns lower the murder rate.” Some people acknowledge that people have the right to own guns, but they favor restrictions like gun registration. Lott’s research shows that these measures aren’t needed: “Whether in Canada, Hawaii, Chicago, or Washington, D.C., police are unable to point to a single instance of gun registration aiding the investigation of a violent crime. In a 2013 deposition, D.C. Police Chief Cathy Lanier said that the department could not ‘recall any specific instance where registration records were used to determine who committed a crime.’&#160; . . . . Llewellyn H. The Crime Prevention Research Center [12]&#160;found that individuals identifying as transgender accounted for a disproportionately high share of perpetrators in “active shooting attacks.” The research center, which drew from raw FBI crime data, published a Feb. 20 report that stated, “In 2024 transgender individuals committed active shooting attacks at least 12 times their share of the population and possibly more than 16 times their share.”&#160; . . . Kat Timpf: People who are violent felons, yes, they should be deported, and I think there’s also a big number of people who say, if you have committed felonies, maybe you should not be in this country and given a pass and given free health care and free education and everything else, but the problem is that that threshold has been lowered so far, that now we’re giving everyone a pass not to make cities safer, but to just stick it to Trump.  . Greg Gutfeld: Yeah, no, it’s a good point. But you know, I remember I used to say that illegals committed fewer crimes than American citizens, and then I was corrected by somebody who did the research, and I believe it might have been John Lott, I’m not sure, but said that because illegals commit the majority of their crimes against other illegals, other illegals don’t report them, so you do have a legal gang crime and stuff like that, but it never makes it to the police because no illegal is going to report the crime, which is kind of sad because they’re being victimized and nobody could help them. . Many commentators claim that Islam does not pose a threat of violence in the United States. Influencers such as&#160;Tucker Carlson [1]&#160;often repeat this argument. Others, including&#160;then-President Joe Biden [2]&#160;and&#160;FBI Director Christopher Wray [3], have argued that white supremacists represent the primary domestic threat. . Yet March alone saw multiple terrorist attacks carried out by Muslims. In Austin, a terrorist wore a sweatshirt reading “Property of Allah [4]” during an attack. In New York City, bomb throwers shouted “Allahu Akbar [5]” while throwing a homemade shrapnel bomb. At Old Dominion University, a shooter also yelled “Allahu Akbar [6]” and had previously been convicted of supporting ISIS. Another attacker,&#160;whose brother was a Hezbollah terrorist commander [7], targeted Temple Israel in Michigan, and yet another attack, involving three men of Iraqi origin, targeted the U.S. embassy in Norway. The&#160;Austin, Old Dominion, and New York City bombers and the Michigan synagogue [8]attackers were also all foreign-born individuals who were naturalized U.S. citizens. &#160; . Terrorist attacks take many forms. For example, the&#160;January 2025 truck attack [9]&#160;in New Orleans, with an ISIS flag on the truck, left 14 people dead and 47 injured. But let’s focus the discussion on one type of attack that has been extensively studied: mass public shootings. Researchers define a mass public shooting as an attack in which a perpetrator kills four or more people at one time in a public place, excluding crimes such as gang fights or robberies. . Looking at all&#160;mass public shootings from 1998 through 2025 reveals several patterns [10]. Muslims commit these crimes at a disproportionate rate. White males commit them at a rate below their share of the population. And most shooters express no clear political ideology. . From January 1998 to December 2025, the United States experienced 108 mass public shootings by 111 shooters. Eight of those shooters were Muslim –&#160;7.2% of the total [11]. During that same period, Muslims averaged about 0.4% of the U.S. population. In other words, their share of attacks was 18 times their share of the population. . The attacks included those carried out by Sulejman Talovic in Salt Lake City in 2007; Nidal Malik Hasan at Fort Hood in 2009; Mohammod Youssuf Abdulazeez in Chattanooga in 2015; Omar Mateen in Orlando in 2016; Arcan Cetin in Burlington, Washington, in 2016; Ahmad Al Aliwi Alissa in Boulder, Colorado, in 2021; and Syed Rizwan Farook and Tashfeen Malik in San Bernardino, California, in 2015. . By contrast, seven attackers – 6.5% of the total – expressed white supremacist, neo-Nazi, or anti-immigrant views. . Some attackers described as anti-immigrant also expressed environmentalist motivations. For example, the murderers in El Paso, Texas; Dayton, Ohio; and Buffalo, New York wrote about concerns that population growth – particularly among minorities – was harming the environment. The El Paso killer wrote in his manifesto: “The decimation of the environment is creating a massive burden for future generations … The next logical step is to decrease the number of people in America using resources. If we can get rid of enough people, then our way of life can become more sustainable [12].” Similarly, the Buffalo killer wrote: “There is no Green future with never ending population growth [13].” The&#160;Dayton murderer [14]&#160;was also an environmentalist, a registered Democrat, who described himself on Twitter as a “leftist,” and was very upset that Ohio’s Republican senator didn’t support the gun control he thought necessary. . These attackers also described themselves as anti-capitalist, anti-conservative, and supportive of worker ownership of the means of production. Despite those claims,&#160;news media outlets consistently [15]&#160;label them broadly as right-wing extremists or white supremacists. . The media widely repeats the Anti-Defamation League’s&#160;claim [16]&#160;that all extremist violence from 2022 to 2024 came from right-wing perpetrators. Yet the ADL labels the 2022 Buffalo mass murderer right-wing simply because he expressed racist views and excludes other attackers. Those omitted include Audrey Elizabeth Hale, who attacked the Covenant School in Nashville in 2023 after&#160;denouncing [17]&#160;“white privilege” and threatening to “kill all you little crackers,” as well as Robert Crimo, who killed seven people in Highland Park in 2022 and expressed&#160;hostility toward Trump [18], and Connor Sturgeon, who killed five in Louisville after&#160;praising the 2020 Black Lives Matter protests and criticizing police violence and Trump [19]. . Overall, non-Middle Eastern whites make up&#160;about 64% of the U.S. population but account for roughly 55% of mass public shooters [20]. Seven attacks involved individuals of Middle Eastern origin – 6.4% of attackers – about 16 times their share of the population. That makes Middle Easterners the most disproportionate ethnic or racial group involved in mass public shootings during this period. Blacks, Asians, and American Indians commit these attacks at slightly higher rates than their shares of the population, while Hispanics commit them at substantially lower rates – about 9% below their share of the population. . Even before this month’s attacks, the evidence showed that Muslims in the United States commit terrorism at a greatly disproportionate rate, though that doesn’t mean that all or even most Muslims are a danger. The data also contradict claims that whites or right-wing white supremacists pose the primary terrorist threat.&#160;Honest discussion requires acknowledging the data on who commits these attacks rather than filtering it through political narratives about which threats are acceptable to discuss. If policymakers and the public want effective prevention, they must start with a clear-eyed assessment of the risks rather than with wishful thinking. John R.  Something between about 25 to 40 percent of all firearms sold have threaded barrels, with about 10 to 20% of standard duty handguns (over 50% of tactical/competition handguns) and 65 to 85% of rifles. About 80–95%&#160;of AR-15s rifles have threaded barrels. Relatively few handguns are sold originally with magazines holding more than 20 rounds (probably less than 5%). Among the handguns that are designed for a suppressor: Glock 17 Gen4 MOS Threaded Barrel, Glock 19 Gen4 MOS Threaded Barrel, Glock 21 Tactical Threaded Barrel, SIG P320 XCarry Legion TB, SIG P226 Tactical Operations TB, SIG P220 Combat TB, Smith &#38; Wesson M&#38;P 9 M2.0 CORE Threaded Barrel, and Smith &#38; Wesson M&#38;P 45 M2.0 Threaded Barrel. This means that you won’t be able to take the vast majority [2] of AR-15s to a shooting range. People will only be able to keep the guns that they already own at their home.

Dear Editor: Your article on UCI Professor Charis Kubrin (“For UCI professor, sharing data about immigrants and crime is risky,” March 8) is disappointing because it fails to ask her any hard questions. For example, she cites data from the Texas prison system but overlooks an important factor: Texas works closely with ICE, and authorities often deport illegal immigrants when they are arraigned at the county courthouse or convicted—before they ever enter jail or prison, so illegals are underrepresented among incarcerated people. The same problem affects the American Community Survey used by CATO and others. That survey also depends on people honestly self-reporting their immigration status. Yet many illegal immigrants are understandably reluctant to disclose that information, and incarcerated individuals are likely to be even more reluctant to do so. The discussion ignores recent data released by ICE last December showing that illegal immigrants make up at least 14.0% of incarcerated people in New York—at least 3.4 times their share of the state’s general population.&#160;A Maricopa County Attorney’s Office study revealed that illegal immigrants committed 21.8% of felonies sentenced in Maricopa County Superior Court, over twice their proportion of Arizona’s population.&#160; Real courage by Kubrin would have been to question the group think in left wing academia. U.S. academic and crime analyst John Lott Jr. says more discussion is needed on how mass shooters plan their attacks, rather than just motivation and ideology, which typically receives the most media attention. Lott Jr., founder of the Crime Prevention Research Center, was in Australia on a speaking tour last month [1] following the Bondi Beach terror attack that targeted the Jewish celebration of Hanukkah and killed 15 people on Dec. 14. last year. The response to Bondi has included tougher gun control, a national gun buyback scheme, and new anti-hate speech laws. This was attributed to the increase in Constitutional Carry (permitless carry), which is now up to 29 states. Such a drop could explain the decline in the number of background checks for firearms permits and permit rechecks. Permit and permit recheck volumes have fluctuated, complicating the correlation between NICS background checks and firearm sales. Research cited by the Crime Prevention Research Center (CPRC) also notes that defensive gun use often receives&#160;little media attention [13], even though armed citizens sometimes stop crimes before police arrive. Data compiled by the Crime Prevention Research Center shows that concealed carry permit holders commit firearms-related violations at extremely low rates compared to the general population. Meanwhile, in the final two years of the Obama presidency, 2015 and 2016, “ICE recorded 263 mistaken arrests, 54 mistaken detentions (book-ins), and four mistaken removals” (Crime Prevention Research Center, 1-22-26). During 2015-2016, “ICE made a mere 239,645 arrests, meaning the 54 mistaken detentions alone produced an Obama error rate of 0.0225% — about one mistake for every 4,444 arrests….” Furthermore, over the course of Obama-Biden administration, 2009-2016, “56 individuals died in ICE custody…. A&#160;crime study [17]&#160;from John Lott, founder and president of the Crime Prevention Research Center, and Carlisle E. Moody, professor of economics, emeritus with the College of William and Mary, indicates that armed citizens are better at stopping mass killers than the police. This data runs counter to mainstream-news narratives. Indeed, when concealed carry comes up in public debate, gun-control groups and the media members who repeat their talking points claim that we can’t trust everyday Americans with this constitutionally protected right. They say, if citizens can carry concealed guns, we’ll have “Wild West shootouts” on the streets. They also argue that armed citizens—people they presume are untrained—will shoot indiscriminately at a mass killer and thereby kill or wound innocents in the crossfire. As these statistically rare crimes have occurred, however, these fears have not been realized. Indeed, though each time a constitutional-carry law is considered gun-control advocates have made these claims, none of the now 29 constitutional-carry states have put licensing regimes back in place. They have not done so because these things have not occurred. Some key takeaways from this research paper include: — Armed citizens reduce the number of victims wounded in active shooter incidents by 2.7-5.2 while the police have no significant effect.  — Armed citizens reduce the number of casualties by 5.6-8.8 while police response results in a small increase that is significantly different from zero at the .10 level in three out of four models.  — The number of victims killed, wounded, or the total number of casualties is significantly reduced if armed citizens stop the attack compared to the situation where the police stop the attack.  — With respect to unfortunate mishaps, Table 2 shows that armed citizens have shot the wrong person once while police officers have shot the wrong person four times, including friendly fire. Lott and Moody hypothesize that armed citizens stop active murderers with fewer casualties than police because they have a tactical advantage. Uniformed police officers typically get a scene after a murderer has started shooting people. The responding officers can then be targeted because they stand out. In contrast, anyone could be an armed civilian. They blend in and are more likely to already be at the scene. Many such murderers are even known to have avoided places where police officers are present—they look for soft targets. “The 2012 Batman movie theater shooter scouted seven theaters within 20 minutes of his apartment that were showing the new Batman movie that night—and chose the only one that banned guns,” notes this paper. “In 2015, Charleston Church shooter … told a friend he initially planned to target a school but “couldn’t get into the school because of the security,’ so he ‘just settled for the church.’ Similarly, the Nashville Covenant School shooter had originally considered the Green Hills Mall as her primary target but rejected it because it had ‘too much security.’” Many such murderers have committed suicide as soon as police arrived on the scene and police officers have stopped many others. Lott and Moody continually point out what a difficult job first responders have and that they often to do very brave things for the rest of us. The data, however, also shows that armed citizens can be a part of the solution to quickly stopping such sociopaths and terrorists. Many in the media simply won’t report this part of the story. Democratic Virginia Attorney General nominee Jay Jones has faced sharp backlash after saying he wanted a Republican murdered and wished death on the Republican’s children. Critics note the disturbing irony of a candidate for the state’s top law enforcement position promoting violence. While several Democrats had “disgust [1]” for Jones’s remarks,&#160;none [2]&#160;have called on him to withdraw from the race.&#160; . A&#160;Washington Post&#160;editorial&#160;highlighted [3]&#160;his attempt to excuse the comments as merely a “joke” about shooting a colleague, and while the Post condemned the rhetoric, it concluded: “Jones has a month to convince voters that his hateful rhetoric does not reflect how he’d behave if elected as attorney general.” . But the problem runs much deeper than violent rhetoric: Jones’s outburst appears triggered by Republicans — including House Speaker Todd Gilbert — offering glowing eulogies and tributes for deceased Democratic state delegate Joe Johnson Jr.&#160;How can nice words about a fellow Democrat at his memorial generate such outrage? . Everyone has already noted&#160;Jones told Republican Delegate Carrie Coyner, “Three people, two bullets. Gilbert, Hitler and Pol Pot,” then added, “Gilbert gets two bullets to the head. Spoiler: put Gilbert in the crew with the two worst people you know and he receives both bullets every time.” . It’s already bizarre that Jones ranked a Virginia legislator ahead of mass murderers like Hitler and Pol Pot — saying the legislator “deserves two bullets” so none would be left for those monsters. But even more troubling is that Jones’s outburst was apparently triggered by Republicans praising fellow Democrat Joe Johnson Jr. If Jones wants a Republican murdered (and even wishes his children to die in their mother’s arms) because that Republican spoke kindly about a colleague, how would Jones react during a heated policy debate? His anger against all the Republicans who offered condolences was blunt: “If those guys die before me I will go to their funerals to piss on their graves.” . New comments from Jay Jones have now surfaced. Republican lawmaker Carrie Coyner says Jones reportedly remarked after the unrest following George Floyd’s death, “Well, maybe if a few of them [police] died, that they would move on, not shooting people, not killing people.” Jones denies ever making that statement. However, his denial is difficult to accept given that he also initially denied sending his violent texts to Delegate Coyner. Fortunately, Coyner kept the messages, which confirmed what he said. . Jay Jones is no stranger to reckless behavior. Police once caught him&#160;speeding at&#160;116 miles per hour — 46 miles over the limit [4]. Even more outrageous, he satisfied his court-ordered community service by working for his own political action committee, essentially turning his punishment into personal campaign work. . Nor is Jones the only candidate to inject inflammatory language in the Virginia election. Democrat gubernatorial nominee Abigail Spanberger has contributed to the aggressive political climate by urging Democrats to “let your rage fuel you [5].” . Other prominent Democrats, such as Virginia House Speaker Don Scott, tell fellow Democrats not to be “distracted [6]” by such unimportant things as Jones’s text messages. . While Democrat politicians remain solidly behind Jones, and influential media in Northern Virginia, such as The Washington Post, have refused to call for him dropping out of the race, some cracks in support are arising. Joe Scarbough said on his MSNBC morning show “that he should probably be forced to withdraw from the race [7].” . If Republicans’ kind words about a Democrat can drive Jay Jones into a written tirade against Republican legislators, how can he be trusted to enforce the law impartially? How can someone with such poor judgment and temperament serve as Virginia’s top law enforcement officer? And if Democratic leaders don’t view this behavior as disqualifying, their continued support calls their own judgment into question. . John R. Americans packing heat have&#160;stopped active shootings [2]&#160;at least 10 times more than the FBI has counted, showing that life-saving actions by armed citizens are much more common than the liberal anti-gun media reports. . In a&#160;new review [3]&#160;of 10 years of active shooter reports, a top public safety think tank said that good Samaritans stopped 36%-62% of the incidents, far more than the 3.7% the FBI and media commonly claim. . The&#160;Crime Prevention Research Center [4]&#160;explained that the competing numbers are due to the FBI’s restrictive definition of active shootings and its misclassification of many. . For example, the center said the FBI doesn’t include in its count cases where armed citizens show their weapons but don’t shoot, and still thwart a mass shooting. In others, it has classified volunteer security guards as professionals. . More importantly, said the center’s President John R. Lott Jr., his report shows that having armed citizens is much more of a lifesaver than the FBI and media have told. .  . “The FBI defines an active shooter as one or more individuals actively engaged in killing or attempting to kill people in a public place, not involving gang violence or some other crime such as robbery. Such an incident could be something as minor as one person being shot at and missed up to a mass public shooting. While the FBI includes cases where civilians stop active shooters, the news media frequently relies on the limited number of these cases to argue that such interventions are rare,” said the report. . “Evidence compiled by the Crime Prevention Research Center shows that the sources the media relied on undercounted the number of instances in which armed citizens have thwarted such attacks by an order of more than ten, saving untold numbers of lives. Of course, law-abiding citizens stopping these attacks are not rare. What is rare is national news coverage of those incidents,” added Lott’s report, shared Monday with Washington Secrets. . In his report, an update of his 2022 analysis, Lott said that there were at least 561 cases of active shooters between 2014 and 2024. The FBI cites 374. He also said that of those 561 active shooter reports, 202 were stopped by an armed citizen. The FBI said that 14 of 374, or 3.7%, were stopped by an armed citizen. . Lott’s report found that the FBI overlooked 42 active shooter reports and missed 145 others. . The point of his report wasn’t to be critical of the agency but to tell a broader story about the effectiveness of legally armed citizens and how they are more important in stopping active shooters than reported by the media. . His report also challenged the media narrative that having more armed people is dangerous. The report countered that with a PoliceOne poll that 86% of law enforcement officers disagree. . “News outlets often raise concerns that allowing concealed handgun carry will result in innocent bystanders being shot or in police accidentally shooting permit holders,” said the report. For example, it added, “All the experts interviewed by the&#160;Washington Post&#160;and&#160;New York Times&#160;argue that stopping these attacks should be left to the police.” . But many in law enforcement note that it takes time for police to get to an active shooter scene, and those minutes can be deadly. Lott’s report quoted noted arms expert Massad Ayoob: “When a life-threatening crisis strikes and seconds count, the real first responders are the citizens present.”. 	<title>At Real Clear Investigations: Unaccountable: The FBI Strange Refusal to Fix Key Crime Statistic</title>

Three years ago, RealClearInvestigations reported that the FBI was&#160;undercounting [1]&#160;the number of armed civilians who had thwarted active shooters by a factor of three.&#160; . Even though the FBI acknowledged the issue at the time, it never corrected the error involving the politically fraught issue. In the years since, the problem has only gotten worse.&#160;Since RCI’s 2022 article, the FBI has acknowledged just three additional incidents of armed good Samaritans stopping active shooters from 2022-2024, and none in the last two years. In contrast, the Crime Prevention Research Center (CPRC), which I head, has documented 78 such cases over that same period — a 26-fold difference. . The discrepancy highlights systemic problems in the nation’s record-keeping regarding the politically potent issue of crime and safety. The refusal of many local jurisdictions, including&#160;Chicago [2],&#160;Maricopa County, Arizona [3], and&#160;New Orlean [4]s, to provide accurate crime data to the FBI has long made comparisons with&#160;many cities unreliable [5]. The ongoing Justice Department investigation into whether Washington D.C. police falsified crime rates to create a “false illusion of safety [6]” may provide more evidence to distrust the numbers that local authorities submit.&#160; . The FBI has the ability to set the record straight in at least some cases, providing a clearer view of remedies to crime. But its unwillingness to correct errors – or its efforts to&#160;fix them on the sly [7],&#160;as RCI reported last year – and improve its methodology raises more concerns. Its shortcomings regarding armed citizens thwarting active shooters illuminates many of these problems. . “It is understandable that the FBI or those they hire to compile cases might miss some,” said Carl Moody, a crime researcher at the College of William &#38; Mary. “I don’t understand why the FBI never corrects overlooked or misidentified active shooting cases, even after researchers and the media point them out. I worry that we can’t trust the FBI with crime data.” . The FBI declined to comment. . The&#160;FBI defines active shooter incidents&#160; [8]as those in which an individual kills or attempts to kill people in a public place, excluding shootings that are related to other criminal activity, such as robbery or fighting over drug turf. They include instances from one person being shot at and missed all the way up to a mass public shooting. . In 2022, the FBI reported&#160;that only 11 of the 252 active shooter incidents it identified for the period 2014-2021 – or 4.4% – were stopped by an armed citizen. However, an analysis by my organization identified a total of 281 active shooter incidents during that same period and found that 41 of them – or 14.6% – were stopped by an armed citizen.&#160; . Academic articles&#160;dating back to 2015 [9]&#160;have flagged similar problems, and even the researchers who collected data for the FBI admitted&#160;“our data are imperfect [10].” . The FBI report compiled for the Biden administration for 2023 and 2024 contains worse errors. It asserts that armed civilians stopped none of the 72 active shooting cases it identified. The CPRC, by contrast, identified 121 active shooter cases – 45 of which were ultimately halted by armed civilians. Those incidents included&#160;eight [11]&#160;cases that likely would have resulted in mass public shootings with four or more people murdered.&#160; . “There was a lady there.&#160; She heard the shots being fired, and one of them, I think it was her godchild, was involved,” a representative Berkeley County Sherriff’s Office in West Virginia told&#160;Metro News [12].&#160;&#160;“[S]he fired some rounds back at them, which stopped this melee of firepower and they actually took off.” . In another case in 2023,&#160;CNN reported [13]&#160;that a concealed handgun permit holder shot a gunman after he had murdered one person, wounded three others and pointed his weapon at bystanders at the Cielo Vista&#160;Mall in El Paso, Texas.&#160; . Various factors explain this stark discrepancy in the data. Police departments do not keep separate records of active shooter incidents, which is at the heart of the problem. Crime researchers including my organization have to rely on media reports, which can be inaccurate, to identify and classify the incidents.&#160; . What’s more, the FBI does not compile its own list of cases but hires researchers at Texas State University who use&#160;Google searches [14]&#160;to find news stories about these incidents. As a result, the potential for incomplete search results and difficult judgment calls by researchers means the FBI numbers are prone to error. . Between 2014 and 2024, FBI reports determined that&#160;armed citizens stopped 14 of 374 active shooter incidents its researchers identified – or 3.7% – , with zero defensive gun use cases occurring in the two most recent years. Using the FBI’s definitions, CPRC identified 561 active shooter incidents, with armed citizens stopping 202 of them – or 36%. In addition, CPRC found 31 other cases where civilians intervened before suspects fired their weapons—incidents CPRC excluded because it did not fit the FBI criteria, though they likely prevented shootings as well.&#160; . Most significantly, during the decade&#160;the FBI overlooked 42 incidents where civilians likely prevented mass public shootings [15]. . M. Hunter Martaindale, a research assistant professor at Texas State University, was shown CPRC’s entire list of cases. He&#160;objected to just two of the incidents [16]&#160;the&#160;CPRC identified [17]&#160;that the FBI had missed – without commenting on any others. Even then, the two cases differed from the&#160;included ones [18]&#160;only in that they lacked defensive gun uses. Texas State University declined to respond to repeated requests for comment. . All the cases missed by the FBI are&#160;available here [19]&#160;as well as with links to the underlying sources&#160;so that people can double check whether any of those cases don’t fit the FBI’s definition. .  . The FBI compounds the problem by refusing to correct missing cases brought to its attention, including these high-profile ones: . — In 2018, just months after the Parkland school shooting where 17 people were murdered, a gunman&#160;opened fire at a back-to-school event for children and their families at another Florida school. A concealed handgun permit holder quickly intervened and stopped the attack. More than 200 people, most of them children, were at the event. “This person stepped in and saved a lot of people’s lives,”&#160;said [20]&#160;Titusville&#160;Police Sgt. William Amos. Unlike the earlier tragedy in Parkland, this incident ended without mass casualties—but national media outlets outside Florida ignored it. — A week after the Pulse Nightclub massacre in Orlando in 2016 where 49 people were murdered, a 32-year-old man began shooting inside another nightclub. Because South Carolina law allowed concealed handguns in bars, a permit holder was able to respond. Before the attacker could fire on a fourth victim, the permit holder shot him in the leg. Police later discovered the attacker carried more than 100 rounds.&#160;A&#160;South Carolina sheriff credited the man with preventing further bloodshed [21]. . In 2024, when conservative freelance reporter John Stossel&#160;asked [22]&#160;the FBI how complete its data was, the Bureau admitted: “[Our data is] not intended to explore all active shooting incidents but rather to provide a baseline understanding . . .” Yet the FBI never includes that qualification in its&#160;reports [23]&#160;or&#160;press releases [24].&#160; . “As an academic who relies upon the FBI for accurate reports on crime, I am disappointed by the many errors&#160;&#160;found in their crime data, particularly on their active shooting data,”&#160;said Gary Mauser, an emeritus professor at Simon Fraser University in Canada who has extensively studied gun control and defensive gun uses.&#160; . The FBI’s active shooting reports never indicate whether the attacks occur in gun-free zones. “When places post gun-free zone signs, law-abiding citizens obey those rules and can’t stop attacks in those areas,” explains Professor Moody. . Surveys reveal [25]&#160;that criminologists and economists rank the same four policies as the most effective for stopping mass public shootings: eliminating gun-free zones, relaxing federal regulations on company-imposed gun-free zones, allowing K-12 teachers to carry concealed handguns, and allowing military personnel to carry on bases. . The corrected active shooting data between 2014 and 2024 undermines the argument for gun-free zones in particular. The data reveal citizens stopped 178 out of 339 potential or actual mass shootings where it was possible to identify that guns were allowed in the area.&#160;So 52.5% of attacks were stopped by people legally carrying concealed handguns. In 2024, that rate had risen to 62.5%. .  . These corrected numbers show why it’s no accident that&#160;92% of mass public shootings [26]&#160;occur in gun-free zones, where civilians cannot legally carry firearms, and it highlights how the FBI’s reports leave out critical information. . The Annunciation Catholic School shooter in Minneapolis in August made this point explicit in his&#160;manifesto [27]:&#160;“I recently heard a rumor that James Holmes, the Aurora theater shooter, may have chosen venues that were ‘gun-free zones.’ I would probably aim the same way. . . . Holmes wanted to make sure his victims would be unarmed. That’s why I and many others like schools so much. At least for me, I am focused on them. Adam Lanza is my reason.”&#160;(Lanza carried out the Sandy Hook Elementary School attack in Newtown, Conn.) This shooter even explained why he avoided attacking during morning drop-off or afternoon pick-up, when parents with concealed-carry permits might be present. . The 2023 Nashville Covenant School shooter&#160;made a similar calculation [28]. She admitted she rejected another target because it had too much security. “There was another location that was mentioned, but because of a threat assessment by the suspect of too much security, they decided not to,” Nashville Police Chief John Drake explained. Covenant had no armed staff to fight back. . The Buffalo, N.Y., supermarket attacker in 2022 echoed the&#160;same logic in his manifesto [29]:&#160;“Areas where CCW permits are outlawed or prohibited may be good areas of attack.”&#160;Many other killers have used&#160;almost identical words [30], with other cases going all the way back to Columbine where the murderers expressed&#160;their opposition to potential victims being able to carry permitted concealed handgun [31]. . These attackers may be deranged, but they are not stupid. They are almost all suicidal and plan to die, but they know that the more people they kill, the more media coverage they’ll get. That’s why they choose targets where no one can fight back. . The news media,&#160;federal lawmakers [32], and&#160;courts [33]&#160;frequently rely on the FBI’s active shooting reports. News media articles rely on the FBI data to argue that guns are rarely used to stop these attacks. Headlines illustrate this framing:&#160;“Rare in US for an active shooter to be stopped by bystander [34]” (Associated Press); “Rampage in Indiana a rare instance of armed civilian ending mass shooting [35]” (Washington Post); and “After Indiana mall shooting, one hero but no lasting solution to gun violence [36]” (New York Times).&#160; . Some states recently loosened or removed restrictions on gun-free zones and expanded the ability of teachers to carry firearms in schools. For example, Wyoming in 2025&#160;abolished [37]&#160;most of its gun-free zones, in public buildings, state legislative sessions and other governmental meetings, and public airports outside of those areas restricted by federal law.&#160;A number of states—such as Idaho, Florida, Kansas, Missouri, Oklahoma, South Dakota, Tennessee, Texas, and Wyoming—adopted [38]&#160;statutes that explicitly exempt school employees from bans on firearms on K–12 grounds, subject to permitting, training, and approval by local authorities.&#160;Utah [39],&#160;New Hampshire [40],&#160;Wyoming [41], and parts of&#160;Oregon [42]&#160;allow any teacher with a concealed handgun permit to carry on school property. . After reviewing the missing data shown in this RCI report, Professor Mustard, a distinguished professor at the University of Georgia who researches extensively on crime,&#160;was blunt in his conclusion: “The federal government must improve its records related to self-defensive uses of firearms—especially in active shootings. Because academics, media, and policy makers depend on their data, it is essential that the FBI collect and compile the data consistently and accurately.” . John R. The FBI failed to&#160;properly record [7]&#160;instances where law-abiding citizens stopped violent shooters, leading to false reports that “good guys with guns” have no effect on stopping violent criminals, according to the Crime Prevention Research Center. The FBI’s data, which claimed that only 14 of 374 active shooters were stopped by armed citizens between 2014 and 2024,&#160;undercounted shootings by a staggering 561 incidents. When those excluded cases are applied to the dataset, it reveals&#160;more than 202 instances&#160;where law-abiding gun owners stopped an active shooter. This updated dataset takes the FBI’s original statistic—which claims only 3.7 percent of active shooters were stopped by armed citizens—and raises the real number to 36 percent. The FBI defines an active shooter as one or more individuals actively engaged in killing or attempting to kill people in a public place, not involving&#160;gang violence or&#160;some other crime such as robbery. Such an incident could be something as minor as one person being shot at and missed up to a mass public shooting. While the FBI includes cases where civilians stop active shooters, the news media frequently relies on the limited number of these cases to argue that such interventions are rare. Headlines illustrate this framing:&#160;“Rare in US for an active shooter to be stopped by bystander [14]” (Associated Press); “Rampage in Indiana a rare instance of armed civilian ending mass shooting [15]” (Washington Post); and “After Indiana mall shooting, one hero but no lasting solution to gun violence [16]” (New York Times). The FBI’s reports acknowledge that armed civilians stopped active shooting attacks in seven of the eleven years they reviewed. When John Stossel asked [17] the FBI about our claim that they had omitted many cases, the Bureau responded: “[Our data is] not intended to explore all active shooting incidents but rather to provide a baseline understanding . . .”  Introduction The shooting that killed three people and injured another at a Greenwood, Indiana, mall on July 17, 2022 drew broad national attention because of how it ended – when 22-year-old Elisjsha Dicken, carrying a licensed handgun, fatally shot the attacker. While Dicken was praised for his courage and skill – squeezing off his first shot 15 seconds after the attack began, from a distance of 40 yards – much of the immediate news coverage drew from FBI-approved statistics to assert that armed citizens almost never stop such attackers:  “It is rare for a bystander to stop an ‘active shooter’ attack in the United States, according to an FBI report in May showing that only two out of 61 such attacks last year ended when ‘citizens engaged the shooter’,” Reuters wrote [18]. “Making Dicken’s heroism perhaps even more remarkable is the fact cases of an armed bystander attacking an active shooter are rare,” CNN reported [19]. Citing the FBI active shooting reports, Politifact noted [20]: “Analysis of active shooter incidents shows that this rarely happens,” Evidence compiled by the&#160;Crime Prevention Research Center&#160;shows that the sources the media relied on undercounted the number of instances in which armed citizens have thwarted such attacks by&#160;an order of more than ten, saving untold numbers of lives. Of course, law-abiding citizens stopping these attacks&#160;are not rare [21]. What is rare is national news coverage of those incidents. Although those many news stories about the Greenwood shooting also suggested that the defensive use of guns might endanger others, there is no evidence that these acts have harmed innocent victims. The&#160;FBI reports that armed citizens only stopped 14 of the 374 active shooter incidents it identified for the period 2014-2024. The FBI defines active shooter incidents as those in which&#160;an individual actively kills or attempts to kill people in a populated, public area [22]. But it does not include those it deems related to other criminal activity, such as a robbery or fighting over drug turf. We will use that exact same definition in putting our list together, and all our cases are available here as well as with links to the underlying sources [23] so that people can double check whether any of those cases don’t fit the FBI’s definition. An analysis by the CPRC identified a total of 561 active shooter incidents during that period and found that an armed citizen stopped 202. A previous report looked at only instances when armed civilians stopped what likely would have been mass public shootings. There were another 31 cases that we didn’t include where armed civilians stopped armed attacks, but the suspect didn’t fire his gun. Those cases are excluded from our calculations, though it could be argued that a civilian also stopped what likely could have been an active shooting event. The FBI reported that armed citizens thwarted 3.7% of active shooter incidents, while the CPRC found 36%.&#160; Two factors explain this discrepancy – one, misclassified shootings; and two, overlooked incidents. Regarding the former, the CPRC determined that the FBI reports had misclassified five shootings: In two incidents, the Bureau notes in its detailed write-up that citizens possessing valid firearms permits confronted the shooters and caused them to flee the scene. However, the FBI did not list these cases as being stopped by armed citizens because police later apprehended the attackers. In two other incidents, the FBI misidentified armed civilians as armed security personnel. Finally, the FBI failed to mention citizen engagement in one incident. For example, the Bureau’s report about the Dec. 29, 2019 attack on the West Freeway Church of Christ in White Settlement, Texas, that left two men dead does not list this as an incident of “civic engagement.” Instead, the FBI lists this attack as being stopped by a security guard. A parishioner, who had volunteered to provide security during worship, fatally shot the perpetrator. That man, Jack Wilson, told Dr. John Lott that he was not a security professional. He said that 19 to 20 members of the congregation were armed that day, and they didn’t even keep track of who was carrying a concealed weapon. As for the second factor — overlooked cases — the FBI, more significantly,&#160;missed 42 incidents identified by CPRC where what would likely have been a mass public shooting was thwarted by armed civilians. There were another 145 active shooting incidents that they missed. There is no reason to think that the news media covers all the cases where civilians stopped attacks. And the farther back in time we go, the more cases we are likely to miss. The next table illustrates this bias. Using the 2014 to 2024 data clearly shows that 47.8% of active shooting attacks were stopped in 2024 and 17.4% in 2014, with the percentage declining the farther back in time that we go. That pattern is consistent with us having a more difficult time finding cases that occurred further in the past.  There is yet another reason that these corrected percentages are biased downward as they ignore that about half of these attacks occur where guns are banned, so law-abiding citizens who obey those rules wouldn’t have a chance to stop them. The FBI’s active shooting reports do not mention whether the attacks occur in gun-free zones. “The issue is that when places are posted as gun-free zones, law-abiding citizens obey those rules and would be unable to stop the attacks in those areas,” notes Carl Moody, a professor at William &#38; Mary and the CPRC’s research director. Surveys show [25]&#160;that criminologists and economists had the same top four preferred policies for stopping mass public shootings. On a 1 to 10 scale where 1 was the least effective policy and 10 the most, American criminologists rated the following policies most highly: Allow K-12 teachers to carry concealed handguns (6.0), allow military personnel to carry on military bases (5.6), encourage the elimination of gun-free zones (5.3) and relax federal regulations that pressure companies to create gun-free zones (5.0). The top four policies for economists were the same, but in a different order: encourage the elimination of gun-free zones (7.9), relax federal regulations that pressure companies to create gun-free zones (7.8), allow K-12 teachers to carry concealed handguns (7.7), and allow military personnel to carry on military bases (7.7).   Between 2014 and 2024, citizens stopped 178 out of 339 potential or actual mass shootings where we could identify that guns were allowed in the area.&#160;So 52.5% of attacks were stopped by people legally carrying concealed handguns.  The numbers indicate that if we didn’t have gun-free zones, we would have more people stopping these attacks. Finally, even these numbers underestimate the usefulness of legally carried concealed handguns in stopping mass public shootings because many of these active shooting incidents involve only one person being targeted. For example, suppose one person is targeted and only one person may be present. In that case, there is relatively little opportunity for people to stop attacks compared to a mass public shooting where many potential victims are present. The general public seems to agree. A July 2022 survey by the Trafalgar Group&#160;showed [26]&#160;that a plurality of American general election voters believe that armed citizens are the most effective element in protecting you and your family in the case of a mass shooting. First on the list was&#160;“armed citizens” at 42%, followed by&#160;“local police” (25%) and&#160;“federal agents” (10%). [“None of the above” was the answer chosen by 23% of respondents.] A survey by YouGov in May – before the Uvalde, Texas, attack –&#160;found [27]&#160;that by a margin of 51% to 37% American adults supported letting schoolteachers and administrations carry concealed handguns. Do concealed handgun permit holders who stop these attacks pose a danger to others? News outlets often raise concerns that allowing concealed handgun carry will result in&#160;innocent bystanders being shot [28]&#160;or in police accidentally shooting permit holders. White’s AP dispatch on the Greenwood shooting quoted&#160;Adam Lankford, identified as “a criminal justice expert at the University of Alabama,” who stated: “While it’s certainly a good thing in this mall shooting that someone was able to stop it before it went any further, let’s not think&#160;we can substitute that outcome in all past and future incidents. If everyone’s carrying a firearm, the risk that something bad happens just gets much larger.” Professor Moody, who studies mass public shootings, notes that such warnings are misleading: “The media and gun control advocates always seem concerned with the worst possible outcomes when firearms are involved.&#160;We know that armed citizens do, in fact, stop active shooters. And while there’s a possibility of a bystander getting hurt, the data put together by the CPRC show that an armed citizen has yet to accidentally shoot an innocent bystander. We also know that the police have accidentally shot the hero citizen just once. That was in&#160;Colorado on June 21, 2021 [29]. That’s not something that would normally happen, because the police usually arrive long after the incident is resolved.“ All the experts interviewed by the Washington Post and New York Times argue that stopping these attacks should be left to the police. “I think you might get more individuals carrying, sort of primed for something to happen, which is particularly dangerous … in reality that’s the job of the police,” Indiana University Bloomington law professor Jody Madeira told the Washington Post.  [30] But many in law enforcement disagree. In March 2013,&#160;PoliceOne surveyed [31]&#160;its 380,000 active-duty and 70,000 retired law enforcement officer members. Eighty-six percent of members believed that casualties from mass public school shootings could be reduced or “avoided altogether” if citizens had carried permitted concealed handguns in those places. Seventy-seven percent supported “arming teachers and/or school administrators who volunteer to carry at their school.” No other policy to protect children and school staff had such widespread support. “A deputy in uniform has an extremely difficult job in stopping these attacks,” Sarasota County, Florida, Sheriff Kurt Hoffman told the CPRC. “These terrorists have huge strategic advantages in determining the time and place of attacks. They can wait for a deputy to leave the area, or pick an undefended location. Even when police or deputies are in the right place at the right time, those in uniform who can be readily identified as guards may as well be holding up neon signs saying, ‘Shoot me first.’ My deputies know that we cannot be everywhere.” Similarly,&#160;Massad Ayoob, a self-defense advocate who has taught police techniques to law enforcement since 1974, noted:&#160;“When a life-threatening crisis strikes and seconds count, the real first responders are the citizens present.” Past errors in the FBI Reports never corrected “So much of our public understanding of this issue is malformed by this single agency,” notes Theo Wold, former acting assistant attorney general in the U.S. Department of Justice. “When the Bureau gets it so systematically – and persistently – wrong, the cascading effect is incredibly deleterious. The FBI exerts considerable influence over state and local law enforcement and policymakers at all levels of government.” These omissions and discrepancies are not surprising given the limits of data collection and the judgment calls involved in categorizing such incidents. Law enforcement agencies around the country do not provide comprehensive reports of active shooter incidents, so local news coverage is a crucial source of information. The FBI contracts out this work to the Advanced Law Enforcement Rapid Response Training Center at Texas State University and then reviews and refines its findings. The CPRC discovered cases the Center missed, but even the CPRC’s approach almost certainly misses incidents. “[T]here’s no reason to think that the [CPRC’s] list is complete, since there may well have been such incidents that weren’t covered in the news in a way that would come up on the Center’s searches,” UCLA Law Professor Eugene Volokh&#160;wrote [32]&#160;in June 2022 regarding an earlier list of our cases that looked at just what otherwise would have been mass public shootings, a much narrower list than active shooting cases. In an email I received in 2015, a bureau official acknowledged that “the FBI did not come across this incident during its research in 2015, but it does meet the FBI’s active-shooter definition [33].” The official noted they will miss active-shooter cases because the reports “are limited in scope.” Yet, the FBI database never added the incident. When Dr. John Lott worked in the US Department of Justice he was asked&#160;to put a report together on the FBI’s reports [34], but again, the missing cases or incorrectly identified cases have never been corrected. Asked again about the discrepancies in 2022, the FBI declined to address them. A representative from the Advanced Law Enforcement Rapid Response Training Center, M. Hunter Martindale, suggested that its numbers were not definitive: “We do appreciate you sending potential active shooter cases for the FBI team to review for inclusion in the active shooter dataset. As promised, I sent the email chain to the FBI team yesterday. As I’m sure you know, the FBI Active Shooter reports are released on an annual basis. My assumption is that any amendment retroactively adding cases would likely be included in a release with the annual report.“ Although collecting such data is fraught with challenges, some see a pattern of distortion in the FBI numbers because the errors almost exclusively go one way, minimizing the life-saving actions of armed citizens. “Whether deliberately through bias or just incompetence, the FBI database of active shooters cannot be trusted,” said Gary Mauser, an emeritus professor at Simon Fraser University in Canada who has extensively studied gun control and defensive gun uses. Mauser’s concern dovetails with those voiced by Rep. Jim Jordan&#160;in a July 27, 2022 letter to FBI Director Christopher Wray. Jordan alleged that whistleblowers have come forward claiming&#160;political biases [35]&#160;in the FBI’s domestic terrorism data. What is particularly troubling is the unwillingness of the FBI and the media to correct these omissions when informed about them. When Dr. John Lott worked at the US Department of Justice’s Office of Legal Policy and the Office of Justice Programs in 2020,&#160;the FBI was notified of their omissions involving potential mass public shootings [36], but they refused to correct those errors. Lott had previously alerted the FBI to similar problems back in 2015 and he published the list in the&#160;Academy of Criminal Justice Sciences Today&#160;in March 2015 [37], but corrections were never made even after the FBI admitted they were missing cases. In many years, such as 2021 and 2022, the FBI reports state: “A gun-related incident was excluded if research established that it was the result of: Self-defense . . . . [emphasis added]” But the FBI still clearly included 4 self-defense cases in 2021 and 3 more in 2022. If the FBI never included these case, that would be clearer, but the fact that they include some cases where armed civilians stop active shooting cases, creates the impression that the rate these attacks are stopped is rare. By contrast, in 2024, the FBI states: “A firearm-related incident may be excluded if it involves: self-defense . . . .[emphasis added]” But no self-defense cases were included despite us identifying 18 such cases meeting the FBI’s definition of an active shooting. The fact that the FBI is indicating that self defense cases are not necessarily excluded and yet they are unable to include any such cases surely creates the impression that such cases don’t exist. When the CPRC emailed Ed White, the AP reporter who wrote that article, about the omissions in the Texas State numbers, he responded:&#160;“Our reporting, citing the specific research by Texas State U. over a 20-year period, was accurate. No correction was necessary.” The reporter did not need to take our word for these errors.&#160;A list of these cases and links to the news stories where mass public shootings were stopped [38]&#160;was provided to him so that he could check out the omissions himself. Requests to the Advanced Law Enforcement Rapid Response Training Center on exactly how much of their $66.9 million in grants from the US Department of Justice (here [39]&#160;and&#160;here [40]) were spent on putting together the FBI’s list of active shooting cases has never been answered. This last video illustrates how the television media also uses the FBI to claim that attacks are not stopped by good guys with guns. Again, no one needs to take our word for these cases. Here is&#160;the list and links to the underlying news stories [2].

 Responses from FBI and Texas State University’s ALERRT The CPRC has reached out multiple times over the last couple of years to both the FBI and Texas State University’s ALERRT, but since Dr. Lott left the FBI, there have been no responses. As noted earlier, the FBI responded [42] to John Stossel in late 2024. In addition, earlier in 2023, Glenn Kessler with the Washington Post reached out to both the FBI and Texas State University’s ALERRT. While he didn’t get a response from the FBI, he did get a response from ALERRT. 
While the FBI declined to comment, an official at ALERRT said its database does not factor in how a shooting incident ends. . “I can confidently say that the event resolution is not an inclusion or exclusion criteria in the discussion,” said&#160;M. Hunter Martaindale [43], research assistant professor at Texas State University. “Events are excluded for a variety of reasons (e.g., gang motivated, targeted or domestic only events, attacks in the commission of another crime, etc.) but none are excluded based on the manner in which they end. We have courses dedicated to civilian response and firmly believe that citizens can play a vital role in ending these tragic events.” . Looking at some of the incidents that Lott says should be counted, Martaindale indicated why they would not merit inclusion. In 2019, a man&#160;opened fire in a dental office [44]&#160;in Colonial Heights, Tenn., killing a woman. A patient drew his concealed weapon, shot the gunman and held him at gunpoint until police arrived. “It’s a citizen, a concealed-carry permit holder that saw a threat, eliminated that threat and stood by until law enforcement arrived, and did a really good job,” Sullivan County Sheriff Jeff Cassidy told reporters. . It turns out, the gunman shot his wife, who worked there. So this would be considered a domestic dispute, Martaindale said. . Another incident, in 2014, involved a shooter&#160;who opened fire in a strip club [45]&#160;in Portland, Ore., hitting three people, including a bouncer who was critically wounded. Another bouncer, with a valid concealed-handgun permit, followed the gunman outside and fatally shot him in the back. But Martaindale said the case sounded like a retaliation murder. The bouncer who was shot had refused entry to the gunman a half-hour earlier, and the gunman returned, masked and armed. The two other people who were shot appeared to have been struck by errant rounds.

[46] Regarding&#160;the FBI reports&#160;excluding domestic disputes, here are fourteen cases that they had resulting from such disputes. The difference is that the one we pointed to involved a civilian defensive gun use. 
Gold Leaf Nursery (Commerce)&#160;
 On July 28, 2003, at 11:40 a.m., Agustin Casarubias-Dominguez, 45, aka Andres Casarrubias, 47, armed with a handgun, began shooting in the Gold Leaf Nursery facility in Boynton&#160;Beach, Florida, where his estranged wife and the man he believed to be her boyfriend were&#160;employed. Three people, including his estranged wife, were killed; no one was wounded.&#160;The shooter was restrained by a citizen&#160;while attempting to reload his gun and was taken into&#160;custody by police.&#160; 
Pinelake Health and Rehabilitation Center (Health Care)&#160;
 On March 29, 2009, at 10:00 a.m., Robert Kenneth Stewart, 45, armed with a handgun,&#160;a shotgun, and a rifle, began shooting in the Pinelake Health and Rehabilitation Center in&#160;Carthage, North Carolina, where his estranged wife worked. He did not find her. Eight people&#160;were killed; three were wounded, including one police officer. The shooter was apprehended&#160;after being wounded during an exchange of gunfire with police.&#160; 
Family Dental Care (Commerce)&#160;
 On July 1, 2009, at 10:30 a.m., Jaime Paredes, 30, armed with a rifle, allegedly began shooting in his wife’s place of employment, Family Dental Care office in Simi Valley, California.&#160;She had recently filed for divorce. His wife was killed; four were wounded. The shooter was&#160;apprehended by police.&#160; 
Legacy Metrolab (Commerce)&#160;
 On November 10, 2009, at 11:49 a.m., Robert Beiser, 39, armed with a handgun, a rifle,&#160;and a shotgun, began firing in the Legacy Metrolab in Tualatin, Oregon, his wife’s place of&#160;employment. One week earlier, his wife had filed for divorce. His wife was killed; two were&#160;wounded. The shooter committed suicide before police arrived.&#160; 
Yoyito Café (Commerce)&#160;
 On June 6, 2010, at 10:00 p.m., Gerardo Regalado, 37, armed with a handgun, began shooting in Yoyito Café in Hialeah, Florida, where his estranged wife was employed. Four people&#160;were killed, including his estranged wife; three were wounded. The shooter fled the scene&#160;and committed suicide several blocks away.&#160; 
Salon Meritage (Commerce)&#160;
 On October 12, 2011, at 1:20 p.m., Scott Evans Dekraai, 41, armed with three handguns&#160;and wearing body armor, began shooting in Salon Meritage, in Seal Beach, California, his&#160;ex-wife’s place of employment. Seven people were killed, including his ex-wife; one was&#160;wounded. The shooter fled the scene and was later apprehended by police.&#160; 
Las Dominicanas M&#38;M Hair Salon (Commerce)&#160;
 On October 18, 2012, at 11:04 a.m., Bradford Ramon Baumet, 36, armed with a handgun,&#160;began shooting in the Las Dominicanas M&#38;M Hair Salon in Casselberry, Florida. The&#160;shooter had been served earlier that month with a domestic violence court order involving&#160;his ex-girlfriend, who managed the salon. Three people were killed; his ex-girlfriend was&#160;wounded. The shooter committed suicide at another location.&#160; 
Azana Day Salon (Commerce)&#160;
 On October 21, 2012, at 11:09 a.m., Radcliffe Franklin Haughton, 45, armed with a handgun,&#160;began shooting in the Azana Day Salon in Brookfield, Wisconsin, his estranged wife’s place&#160;of employment. Three were killed, including his estranged wife; four were wounded. The&#160;shooter committed suicide before police arrived.&#160; 
Melbourne Square Mall (Commerce)&#160;
 On January 17, 2015, at 9:31 a.m., Jose Garcia-Rodriguez, 57, armed with three handguns,&#160;began shooting at his wife’s workplace, Scotto Pizza in Melbourne Square Mall in&#160;Melbourne, Florida. One person was killed; the shooter’s wife was wounded. The shooter&#160;committed suicide before law enforcement arrived.&#160; Here&#160;are more active shootings on the list that started from partners’&#160;place of employment or targeted partners: 
Amko Trading Store (Commerce)&#160;
 On January 9, 2001, at 12:00 p.m., Ki Yung Park, 54, fatally shot his estranged wife at a&#160;convenience store they owned in Houston, Texas. Armed with two handguns, he then drove&#160;to the nearby Amko Trading Store and continued shooting. Four people were killed; no one&#160;was wounded. The shooter committed suicide when police arrived after being flagged down&#160;by a citizen.&#160; 
Multiple Locations in Wellton and Yuma, Arizona (Commerce)&#160;
 On June 2, 2011, at approximately 5:00 a.m., an identified male, 73, armed with a handgun, conducted an attack at various locations in Wellton and Yuma, Arizona. The attack began in Wellton, where the shooter wounded one person and killed four others. The shooter then drove to Yuma, where he killed another person in a law office. The shooter targeted his&#160;ex-wife, her close friends, and the attorney who represented her in their divorce proceedings. Five people were killed; one person was wounded. The shooter committed suicide at another location.&#160; 
Syverud Law Ofce and Miller-Meier Limb and Brace, Inc. (Commerce)&#160;
 On October 26, 2015, at 1:56 p.m., Robert Lee Mayes, Jr., 40, armed with a handgun, began&#160;shooting at his estranged wife’s workplace, Syverud Law Offce in Davenport, Iowa. The&#160;shooter then drove to Miller-Meier Limb and Brace, Inc in nearby Bettendorf, where his&#160;estranged wife’s father and an acquaintance were employed, and continued shooting. No&#160;one was killed; 2 were wounded. The shooter committed suicide after law enforcement&#160;arrived.&#160; 
Marathon Savings Bank and Tlusty, Kennedy &#38; Dirks, S.C. (Commerce)&#160;
 On March 22, 2017, at 12:27 p.m., Nengmy Vang, 45, armed with a rife and a handgun, began shooting inside the Marathon Savings Bank in Rothschild, Wisconsin, where his estranged wife was employed. Two bank employees were killed. The shooter then went to the law frm Tlusty, Kennedy &#38; Dirks, S.C. in Schofeld where he shot and killed his estranged wife’s lawyer. The suspect fed to his apartment complex and barricaded himself in the building for several hours before law enforcement offcers engaged him in a shootout. Four people were killed (including one law enforcement offcer); no one was wounded. The shooter was wounded by law enforcement during an exchange of gunfre and died a few days later.&#160; 
Residence and #us 4top in Sanford, Florida (Open Space)&#160;&#160;
 On March 27, 2017, at 6:20 a.m., Allen Dion Cashe, 31, armed with a rife, allegedly began firing&#160;inside a residence in Sanford, Florida. Law enforcement had responded to two separate domestic dispute calls between the shooter and the woman he was dating prior to the shooting. The shooter returned to the woman’s house and shot her, her two sons, and her father. The shooter then fed the scene and shot two other unrelated people standing near or at a bus stop from his vehicle on a nearby road. Two people were killed; four were wounded. The shooter fed the second scene and was apprehended by law enforcement at a nearby apartment building. Meanwhile, I have also found the following&#160;three active shootings on FBI’s list in which the suspect started shooting after&#160;being denied entry to a lounge or bar. 
9ine Ultra Lounge (Commerce)&#160;&#160;
 On January 19, 2020, at 11:30 p.m., an identified male, 29, armed with two handguns, began shooting outside the 9ine Ultra Lounge in Kansas City, Missouri. The subject got into an altercation with other patrons and was refused entry. The subject retrieved a weapon from his vehicle and began shooting at the line of people outside. One person was killed; 16 people were wounded. An armed security guard shot and killed the subject.&#160; 
Rebar Bar and Lounge (Commerce)&#160;&#160;
 On June 12, 2020, at approximately 11:30 p.m., an identified male, 37, armed with a rifle, began shooting at patrons outside of Rebar Bar and Lounge in San Antonio, Texas after being denied entry. Eight people were wounded. The shooter was apprehended by law enforcement six days later.&#160; 
Azuza Hookah Bar and Lounge, Houston, TX (Commerce)&#160;&#160;
 On June 8, 2021, at approximately 1:45 a.m., an unidentified male, armed with a rifle, began shooting at the Azuza Hookah Bar and Lounge, Houston, Texas, after being denied entry. Five people were wounded. The shooter remains at large.&#160; So why the double standard? Domestic disputes and “retaliation murders” are only included when they don’t involve permit holders stopping the attacks.

This clearly appears to be yet another mass shooting in a place where civilians were banned from having guns. Michigan state law bans people carrying concealed weapons in churches unless one receives permission from church officials, and the Mormon church’s official policy prohibits giving such permission. 
Any property or facility owned or operated by a church, synagogue, mosque, temple, or other place of worship, unless the presiding official or officials allow concealed weapons. “Prohibited Premises,” Michigan State Police, viewed September 28th, 2025 [1]
 At the same time, with the exception of law enforcement officers, the LDS church prohibits the carrying of guns at church. 
“Churches are dedicated for the worship of God and as havens from the cares and concerns of the world. An ex-Marine smashed a pickup into a Church of Jesus Christ of Latter-day Saints church in Michigan, opened fire and set the building ablaze during a crowded Sunday service and then was fatally shot by police. At least four people were killed and eight wounded, and authorities were searching the building ruins for more victims. The attack occurred about 10:25 a.m. while hundreds of people were in the building in Grand Blanc Township, outside Flint.&#160; The man got out of the pickup with two American flags raised in the truck bed and started shooting, Police Chief William Renye told reporters. The attacker apparently used gas to start the fire and also had explosive devices but it wasn’t clear if he used them, said James Dier of the Bureau of Alcohol, Tobacco, Firearms and Explosives.&#160; Authorities identified the shooter as Thomas Jacob Sanford, 40, of the neighboring small town of Burton. The FBI is leading the investigation and considered it an “act of targeted violence,” said Ruben Coleman, a special agent in charge for the bureau. . . . Investigators were searching Sanford’s residence but authorities did not say what they found or provide any additional details about him, including whether he was a member of The Church of Jesus Christ of Latter-day Saints, widely known as the Mormon church. . . .  Television show bias against guns is never-ending. You won’t see an entertainment television show that has a civilian successfully using a gun defensively. Instead, something&#160;always seems to go wrong [1]&#160;when guns are used defensively (from being&#160;fatally shot [2]&#160;by the criminal&#160;without stopping the crime [3]&#160;to&#160;getting in the way of police [4]&#160;to&#160;continually [5]&#160;having the gun stolen [6]&#160;and use in a crime to it being used in an&#160;accidental shooting [7]). Unfortunately, this episode of USA Network’s The Rainmaker is no different (Season 1, Episode 5, September 12, 2025). In this episode, a woman tries to use a gun defensively to protect herself and her friend against a man who had kidnapped her friend, but she is knocked out and put into a coma. The woman with a gun fails to protect her friend. If you watched entertainment television these days, you would never know that people use guns defensively some 2 million times a year. A Concealed-Carry License holder fatally shot one of two gunmen who injured a young child and four others in south suburban Harvey on Saturday night, officials said. . Officials believe another deadly shooting, which happened on Sunday morning, may be connected to Saturday night’s mass shooting. . . . . Two armed men opened fire at the gathering, injuring five of the guests. But it did not end there. A CCL holder who was present returned fire, killing one of the suspects and injuring the other. . A 4-year-old boy suffered non-life-threatening injuries and is listed in stable condition. . Four other party attendees also suffered gunshot wounds. They were taken to local hospitals in stable condition. . The suspect killed was pronounced dead on the scene. . . . .

This will likely trigger some, but what people have to understand is that the CPRC doesn’t make Second Amendment rights arguments, it isn’t what got us into this debate and what makes us continued to be involved, we got involved because we want to figure out what makes people safer.

Over the last few days, Americans have witnessed two attacks that ended very differently. A stabbing at a Michigan Walmart on Saturday was&#160;stopped by an armed man, a Marine veteran [1], who went to the shooting range but “forgot to take his pistol off his hip.” The&#160;New York Times [2],&#160;Associated Press [3],&#160;Washington Post [4],&#160;NPR [5],&#160;NBC News [6],&#160;BBC [7], and many others completely ignored the gun used to stop the attack.&#160;But&#160;an eyewitness [8]&#160;described how others who had tried to stop the attacker were stabbed, but it took the Marine with a gun to stop the attack. The attack was stopped several minutes before the first responders were able to arrive. One thought is that this hero might get some coverage in the legacy media simply because he is black and the attacker is white. This case was far from unusual. Between January 2021 and December 2024, concealed handgun permit holders stopped&#160;37 attacks [9]&#160;that police said would have turned into mass public shootings if not for their intervention. But they rarely get national news attention. Unfortunately, after Monday’s attack in New York City, Democrats drew the wrong conclusion. New York Gov. Kathy Hochul (D)&#160;responded [10]&#160;by calling for a federal assault weapon ban and blaming the tragedy on the absence of such a law. Their gun control laws ensure that there won’t be any armed civilians there to save the day. The murderer who killed four people broke numerous gun control laws – he openly carried a rifle that was already illegal to possess or carry in the state. New York State and New York City prohibit open carry of loaded long guns in public and ban so-called assault weapons, such as an AR‑15 style rifle. Even concealed carry permits do not authorize openly carrying a rifle in public.&#160;&#160; Meanwhile, the law-abiding victims were defenseless, disarmed by the city’s strict regulations. There are currently only&#160;about 6,000 active concealed handgun permits [11]&#160;in a city with almost 7 million adults, so less than 0.1% of adults. And carrying a permitted concealed handgun is extremely difficult as there is a very long list of places where you are banned from carrying (e.g., public transportation such as subways, any places that serve alcohol, Times Square, government buildings and educational facilities, and public gatherings). The total costs for getting the permit run about $770 (for fees to the New York Police Department and the required course). The problem is simple: Someone intent on murdering four people won’t be deterred by extra gun control penalties. Even if the killer had survived, he would have already been facing four life sentences, which makes adding a few more years meaningless. For attackers who expect to die during the assault – as most mass public shooters do – those laws carry no weight at all. But for law-abiding citizens, the consequences are severe. Violating these laws could turn them into felons and upend their entire lives. The laws meant to stop criminals end up disarming the innocent instead. These murderers take advantage of the laws that ensure they will be the only ones with weapons. Again and again, diaries and manifestos of mass public shooters show a disturbing pattern:&#160;They deliberately choose [12]&#160;locations where they know their victims can’t fight back due to restrictive gun laws. While it remains unknown whether this particular killer made such a calculation, his actions align with a pattern we’ve seen repeatedly in other cases. It isn’t too surprising that&#160;92% [13]&#160;of mass public shootings occur in places where guns are banned. Two of the four people murdered in the New York City attack were security guards, but people don’t appreciate what an&#160;extremely difficult job [14]&#160;uniformed police have in stopping these active shooting attacks. “A deputy in uniform has a difficult job in stopping these attacks,”&#160;said [15]&#160;Sheriff Kurt Hoffman in Sarasota County, Florida. “These terrorists have strategic advantages in determining the time and place of attacks. They can wait for a deputy to leave the area or pick an undefended location. Even when police or deputies are in the right place at the right time, those in uniform who can be readily identified as guards may as well be holding up neon signs saying, ‘Shoot me first.’ My deputies know that we cannot be everywhere.” In fact, even though civilians stop more of these active shooting attacks,&#160;19 police officers were killed in these attacks versus two civilians with permitted concealed handguns [16]. And&#160;surveys of academics who have published peer-reviewed empirical research on firearms show [17]&#160;that criminologists and economists strongly support letting people carry concealed handguns in order to stop mass public shootings. While politicians rush to call for new laws after each tragedy, they often ignore the basic reality that killers intent on murder are attracted to attack in places with strict gun control. Instead, those laws disarm only the potential victims, leaving them vulnerable and defenseless.

 In discussing the mass public shooting in New York City on July 28th, Greg Gutfeld on Fox News’ The Five made points very similar to ones that we have long made and we discussed these points with Greg before the show. Our point was [1]: The New York City murderer who killed four people broke numerous gun control laws—he openly carried a rifle that was already illegal to possess or carry in the city. Even if the murderer had lived, he would have faced four life sentences and punishing him for these gun crimes by sentencing him to a few years of prison during his fifth lifetime, would have been a meaningless penalty. Meanwhile, the law-abiding victims were defenseless, disarmed by the city’s strict regulations. Those few years in prison for the law-abiding person would have made them a felon and completely changed his life. The problem is that these laws only disarm the law-abiding citizen and make these attacks easier as the criminal is the only person who will have a gun. The problem is simple: someone intent on murdering four people won’t be deterred by extra gun control penalties. Even if the killer had survived, he is already facing four life sentences which makes adding a few more years meaningless. For attackers who expect to die during the assault—as most mass public shooters do—those laws carry no weight at all. But for law-abiding citizens, the consequences are severe. Violating these laws could turn them into felons and upend their entire lives. The laws meant to stop criminals end up disarming the innocent instead.

It is remarkable that Reuters relies on the Gun Violence Archive for its data on gun deaths rather than the FBI or the CDC [1].

The elimination of CVI programs is part of a broader rollback at the department’s grant-issuing Office of Justice Programs, which&#160;terminated 365 grants valued at $811 million [2]&#160;in April, impacting a range of public safety and victim services programs. A DOJ official told Reuters the gun violence grants were eliminated because they “no longer effectuate the program’s goals or agency’s priorities.” Thousands of Office of Justice Programs grants are under review, the official said, and are being evaluated, among other things, on how well they support law enforcement and combat violent crime. The majority of CVI grants were originally funded through the 2022 Bipartisan Safer Communities Act and part of a push by former President Joe Biden to stem the rise of gun violence in America, including establishing the first White House Office for Gun Violence Prevention. That office was “dismantled on day one” of Trump taking office, said former deputy director of the office, Greg Jackson Jr.. Prior to the Biden-era funding, most gun violence prevention programs were funded on the state level. . . .

	<content:encoded><![CDATA[Fewer than half of voters believe the government does enough to stop illegal immigrants from receiving taxpayer-funded benefits. According to the latest Rasmussen Reports national telephone and online survey of 1,014 [1], 71% of likely U.S. voters say it’s important to block illegal immigrants from accessing government benefits like Medicaid and food stamps. Nearly half (48%) view this issue as Very Important. Only 26% say it’s not important to prevent illegal immigrants from receiving these benefits, with only 10% of them saying that it is not at all important. Majorities of every political group—88% of Republicans, 59% of Democrats, and 68% of unaffiliated voters—say it’s at least somewhat important to prevent illegal immigrants from receiving government benefits like Medicaid and food stamps. Only liberals and those who strongly disapprove of Trump think that it is not important to keep illegals off benefit programs (54% and 50%, respectively). Those making over $200,000 a year and those with graduate school educations are the ones least concerned about illegals getting government benefits and they are also the ones who believe that the government is doing enough to stop these benefits.  Similar percentage of all political parties think the government is doing enough to prevent illegal immigrants from getting benefits — 46% of both Democrats and unaffiliated voters, and 43% of Republicans.
