Where it is legal, voters are supposed to fill out their mail-in or absentee ballot on their own, seal it in a secure envelope and may give it to someone to drop off on their behalf. Those concerned with fraud are worried that “helpers” will either fill out the ballot or direct it, and further that collected ballots could be altered or disposed of altogether.
