New York City has disbursed roughly $200 million a year on average since 2015 in payouts. While that sum is a fraction of the city’s nearly $90 billion annual budget, the monetary hit is greater than it might seem, because much of any city’s funding is earmarked for specific purposes, said Comptroller Scott Stringer, a Democrat.
