Is there first the man or the interest (of Science and the green turn)?
The Committee for the ethics of Biomedicine, CIEB, expressed an opinion on the primacy of the human being over other interests, those that the government, from the beginning of the pandemic to today, has indicated as priority and inescapable.

Let’s try to summarize it and reflect together.
Recall that the CIEB is an international netor the intent to bring bioethical reflection to the center of Covid management. Every political choice and every law, in fact, cannot do without ethics, that is, that whole reflections on the consequences of decisions that make a politician a good politician (and today a politician to vote for) and make a state on a human scale.
For example: was DAD useful to schoolchildren? Or did it cause damage? And if it has done so, how can we remedy it and avoid re-proposing it in the future? How much involution has the neglect of the elderly brought to society? To make them lack the closeness of their affections in the most delicate moment, the serious illness for some or the passing away for others? And again: what is the point today to prevent access in the RSA to family members with the excuse that “the decree of Hope prohibits access to those who are’ only ‘cured or those who have ‘only’ a negative swab”” As if it were not evident enough that the vaccinated tris are much more exposed to Covid infection than the cured.
About the vaccination campaign
The uncertainty about the safety and efficacy of vaccines, and conversely the certainty about their experimental nature, are well known today: but it is hardly appropriate to recall that they were much less so in November 2021, when the CIEB called – for the first time in Italy – the attention of public opinion on the fact that the “vaccines” in question had been authorized, conditionally and provisionally, on the basis of a European regulation applicable to “medicines” for which “complete clinical data on safety and efficacy”were not provided.
A constant: even new vaccines have been authorized with meager data
“Almost a year after its opinion, the CIEB can not help but note-amid the indifference of politics, the media and consequently public opinion-that the absence of objective data on the safety and efficacy of so-called vaccines has become the characteristic feature and essential intended to stimulate and accelerate the entire vaccination campaign, in Europe as well as in the rest of the world.
A confirmation to this effect is provided by the decision of the US Food and Drug Administration to authorize new vaccines for Covid variants despite the absence of any clinical trial; another confirmation is provided by the recommendation of the European Medicines Agency di4 and 5 of Covid based on data obtained for vaccines related to previous BA variants.1 and 2, in turn obtained by mere comparison with laboratory data – and, therefore, non – clinical-relating to vaccines designed for the primitive version of Sars-CoV-2; further confirmation is provided by the massive shipment of vaccines in African countries – to which the Italian government has also contributed by donating 100 million euros to the GAVI Alliance, as reported by the CIEB in its opinion of 19 August 2022 – what it could lead to accidental or careless administration of adenoviral vaccines to HIV positive individualsi; but the most striking confirmation is provided by the European Commission communication of 2 September 2022, which states, in an emblematically apodictic way, that “the development of Covid-19 vaccines can be considered a scientific triumph(sic !) and is estimated(sic !) that their successful implementation has saved about 20 million lives(sic !) worldwide”.
The special powers of Dragons
“This bypassing of scientific evidence takes place while in Italy there is more or less idle discussion of the “special powers” that the Prime Minister has considered to regulate in matters of strategic importance only after the government crisis and his resignation in the silence of the media and politics, and above all, to culmination of the darkest period in the entire Republican history for the protection of fundamental rights and freedoms”. Background: on September 11, a Dcpm of a single article was published in the Official Gazette that gives special powers to the Prime Minister (the possibility had been included in a law of 2012) in the field of Defense and security, energy, transport and communications”. The Dcpm will come into force on September 24, the “special powers” in these areas will be vested in the next prime minister.
What was the pandemic for
… “it should be clear that the so-called pandemic has served, above all else, to clear the strategy aimed at legitimizing the adoption of mechanisms and award instruments inspired by the principles of behavioral economics and aimed at the establishment of totalitarian neo-Malthusian regimes through the use of terror, propaganda and scientism; and while the new emergencies planned by multinational financial corporations are already emerging, able to control in depth, on a global scale, the scientific, technological, productive, industrial, cultural, media and political circuits”.
Will the next restrictions be unavoidable?
“Since there are signals from many parts that can portend that, whatever government will be born from the next general election, Italians will still face further restrictions inspired by new health-climate-energy emergencies, the CIEB it considers it necessary to reiterate, once again and forcefully, the principle of the primacy of the human being over the interests of society and science, as also transposed by instruments of international law”.
The primacy of man
“The principle of the primacy of the human being, recalled in several opinions of the CIEB, has only one declension: guiding policy choices and regulatory decisions concerning the applications of scientific results achieved, in particular, in the fields of genetics, biology and medicine, that is, technological applications that more than others arouse doubts and raise ethical questions regarding the safeguarding of the psycho-physical integrity of the human being and the protection of human dignity and fundamental rights”.
If it is said that who dissente is psychiatrically labile
The CIEB considers it impossible:
– bring back the principles and values that inspire bioethical and biogiuridic reflection at the center of the process of reviewing the management of Covid-which some public and private institutions are only now starting, with unjustifiable delay, with an apparently ended emergency – overcoming in particular the sterile contrast between scientific data on which much of the Academy, politics, the media and, consequently, public opinion;
– create the conditions so that civil society can equip itself with the intellectual and cultural tools necessary to critically evaluate the management measures of the so-called pandemic, as well as those that will be adopted to manage future, new emergencies, taking into account the widespread tendency, also endorsed by institutions, to ridicule, criminalize or even psychiatric dissenting and minority opinions, reducing them to conspiracy theories or conspiracies of various nature and purposes”.
What is urgent
“- also in consideration of the serious violations of fundamental rights and freedoms committed during the management of Covid, such as to present real crimes against humanity, reopening the debate on the need to demedicalize society – in order to recover and enhance the traditional function of Medicine – and to revise, more generally, the notion and perspectives of technological progress in order to safeguard human rights in regard to biomedicine, biotechnology and “converging technologies” towards the post-human and Transhuman perspective, with specific reference to nanotechnology, information and communication technologies, applications of Neuroscience, synthetic biology, artificial intelligence and robotics”.
