When police were called about someone creating child porn, the police threatened to arrest the 11-year-old girl. The case died at that point.

This is pretty shocking. I understand you want to discourage children from engaging in giving others naked pictures, but this girl isn’t even a teenager yet. The real problem seems to be the adult who convinced the 11-year-old to take the pictures. The way the officers acted killed any investigation into the real culprit.
