Opponents and supporters had 2 minutes each to testify, with each side allotted only a total of 90 minutes each. The committee hearing was stacked against the grass-roots — from the sneaky scheduling of the hearing on a Sunday at the same time as the BLM protest at the Capitol to the cut-off of an overwhelming crowd of opponents who had hoped to testify.
