Ann Arbor is famous for being the home of The University of Michigan, The Port Huron Statement, and insane levels of regulation.

…parking police actually handed out 1,046,204 parking tickets that decade. That’s 287 parking tickets a day, every day for 10 years.

Ann Arbor’s population is only 121,890. So nearly one ticket for each resident, each year, for a decade.
